This bill would have enhanced the security and transparency of elections by further codifying the requirements for paper ballots and secure election systems.

  • Removed electronic voting systems from Century Code
  • Prohibits vote counting machines from being able to connect to the internet
  • Prohibits vote counting machines from being able to change or manipulate votes or tallies
  • Required an application for an absentee ballot to prevent ballots being sent out to ineligible people

HB 1312: Election Integrity

This bill would have secured many aspects of the North Dakota election systems.

  • Prohibited the governor from altering election law under any circumstances
    Outlawed mail in voting and early voting
  • Required a reason for an absentee ballot
  • It would have removed all electronic systems from the voting process – including electronic voting systems as well as electronic counting systems
  • It would have forced hand counting of all ballots in all elections
